Apple sandboxes every app, which means one app cannot reach into another app's storage, and neither can a system-wide cleaner. This is a security feature, not an oversight, and it is why any app promising to "clear all iPhone cache in one tap" is either exaggerating or only clearing what it is actually allowed to touch.

What you can do instead is target the specific places cache genuinely accumulates: individual apps through Offload, Safari through its own settings, and the media caches inside Photos and Messages, which are usually the largest by far.

In Settings → General → iPhone Storage, offloading an app removes the app itself but keeps your documents and data, so reinstalling later restores where you left off. It is a good first step for apps you rarely open, and Apple can even do it automatically when storage runs low.

The single biggest cache-like buildup on most iPhones is not a system file, it is redundant photos and forgotten message attachments. Burst shots, near-duplicate photos, and years of videos sent in group chats behave exactly like cache: nobody chose to keep them, they just piled up.
